Citigroup Global Markets Inc.Shannon Hales, Managing Director at Citigroup Global Markets Inc., is the Senior Lawyer for the North American Fixed Income Finance and Markets Treasury businesses and the Global Lead Lawyer for the Cross Product/Portfolio Optimization business. In those roles, she advises the businesses on new trading product development, complex financing structures, and various bank and broker-dealer regulatory matters, and she manages legal teams in New York and Tampa, Florida.
Shannon serves as Legal Liaison for Citi’s Mentor-Protégé Program for Minority Depository Institutions (MDIs) in partnership with the US Treasury Department’s Bureau of Fiscal Service, and she led development of the legal framework for the engagement of MDIs within Citi. The legal framework served as the catalyst for other financial firms to engage with the MDI community and provided the foundation for greater support within Citi for MDI access to capital, capacity building, and revenue-generating and operational opportunities. Recently, she created the legal framework for a secondment program that places Citi professionals with MDIs to share Citi’s expertise with the institutions.
She is Chair of the Citi Legal Global Diversity Council’s Subcommittee on “Diversity in the Profession”, which focuses on opportunities to develop dialogue and promote practices that promote diversity in the legal profession and hosts Citi’s bi-annual Law Firm “Diversity and Inclusion Champion Award”. She was a founding member of the Citi Women’s Network – New York, in 2008,
Shannon is a former member of the Board of the Association of Black Women Attorneys, and she participates in numerous mentoring programs for the development of professionals at Citi. In addition, she is a proud member of Delta Sigma Theta Sorority, Incorporated.
Prior to joining Citi, Shannon was a finance associate in the New York office of Mayer Brown, and she received a B.S. in Mathematics from Vanderbilt University, cum laude, and a J.D. from Harvard Law School.
