Rachel S. Haot

Rachel S. Haot is Chief Digital Officer and Deputy Secretary for Technology for New York State. Her focus is to realize Governor Andrew Cuomo’s vision of modernizing online government and supporting technology innovation.

Prior to this role, Rachel was New York City’s Chief Digital Officer under Mayor Michael R. Bloomberg, where her team overhauled nyc.gov and launched tech campaign We Are Made in NY.  Before entering government, Rachel served as founder and CEO of GroundReport.com, the first US citizen journalism platform. She also created Upward, a digital strategy consultancy, and taught at Columbia Business School.

She graduated magna cum laude from New York University, where she was a Presidential Scholar.

Rachel is a World Economic Forum Young Global Leader and was named Chief Digital Officer of the Year at the 2014 CDO Summit.
