Quamid Francis

Quamid is the Chief Diversity Officer and Deputy Chief of Staff at the New York City Department of Veterans’ Services. In this role, he provides strategic advice and analysis to the Commissioner to help guide decisions on policy and programs, personnel management, and external affairs. Quamid directly oversees the Budget, Communications, Information Technology, and Intergovernmental Affairs units at DVS. He is also responsible for developing collaborative partnerships with City agencies, nonprofit, and private sector organizations to advance DVS’s strategic initiatives. In his capacity as Chief Diversity Officer, Quamid ensures that DVS pays special attention to Minority and Women-owned Business Enterprises (M/WBE) when procuring goods and services, ensuring equity and accountability in the government procurement environment.

Quamid is a veteran of the War in Afghanistan and spent eight years in the U.S. Marine Corps as a Financial Auditor and Contract Payment Certifying Official. He holds an MPA in International Policy and Management from New York University and a Bachelor of Science in Public Affairs and Management from Baruch College.
